Advancing Education Through Science, Evidence, Competency, and Patient Safety
At the National Certification Medical Association, we believe healthcare education should extend beyond meeting minimum requirements, completing instructional hours, or preparing candidates to pass an examination.
Education should develop understanding.
Training should develop skills.
Assessment should demonstrate competency.
Continuing education should maintain and advance that competency.
The NCMA Education, Science & Guidance Center is an educational resource created for healthcare educators, students, professionals, academic institutions, employers, credentialing organizations, and governmental and non-governmental organizations.
Its purpose is not to promote one profession, credential, institution, or educational philosophy over another. Its purpose is to provide science, evidence, educational guidance, and access to relevant standards that can support better healthcare education and ultimately contribute to patient safety.
Our Educational Principle
A degree, license, certification, or professional title represents an important achievement. However, general professional education does not necessarily establish competency in every specialized clinical discipline or procedure.
Likewise, repeated technical experience alone does not necessarily demonstrate comprehensive scientific understanding.
NCMA therefore encourages an educational model that integrates scientific knowledge, technical skills, demonstrated competency, and continuing education.
We believe healthcare professionals should understand not only how a procedure is performed, but also why protocols exist, how errors occur, how those errors may affect clinical information, and how they may be prevented.
From Compliance to Competency
Regulatory and educational compliance is essential.
Competency asks an additional question: Can the individual demonstrate the knowledge, judgment, and skills necessary to perform the responsibility safely and appropriately?
For educators, another question becomes equally important: Does the instructor possess not only an academic credential, but also the discipline-specific knowledge, clinical competency, and educational preparation necessary to teach the assigned subject?
These questions are not intended to replace governmental, regulatory, accreditation, institutional, or professional requirements. They are intended to strengthen healthcare education by encouraging continuous examination of how those requirements translate into real-world competency.
Education Should Explain the “Why”
Healthcare protocols should never become a collection of steps that students simply memorize. An educator should be able to explain the science behind those steps.
In phlebotomy, for example, obtaining blood is only one component of the professional responsibility. Patient identification, specimen selection, collection technique, order of draw, anticoagulants, blood-to-additive ratios, hemolysis, contamination, specimen transportation, temperature, processing, and other preanalytical variables may influence specimen integrity and ultimately the reliability of laboratory information.
This illustrates a broader educational principle: Technical proficiency without scientific understanding is incomplete, and scientific knowledge without demonstrated clinical competency is also incomplete.
Education and Patient Safety
Laboratory information plays a fundamental role throughout modern healthcare.
A diagnostic pathway may begin: Patient → Specimen Collection → Processing → Laboratory Analysis → Result → Clinical Interpretation → Medical Decision → Treatment.
For this reason, NCMA views specimen collection and other allied health procedures not simply as technical tasks, but as components of a larger patient-care system.
Our educational goal is therefore not merely to teach professionals how to complete procedures. It is to help them understand how the quality of their work can influence the quality of the information used by the next healthcare professional in the chain.
For Registered Educators
NCMA Registered Educators are encouraged to become more than instructors of procedures. They should become educators of scientific understanding, competency, quality, and patient safety.
The Education, Science & Guidance Center will provide resources addressing areas such as competency-based education; adult learning and andragogy; curriculum development; clinical and psychomotor skills education; preanalytical error prevention; infection prevention and control; laboratory and specimen quality; adult and pediatric considerations; educator competency; assessment and remediation; evolving clinical protocols; scientific literature and evidence interpretation; professional responsibility; and patient safety.
The objective is not simply to prepare a student for an examination. The objective is to prepare a healthcare professional for responsibility.
For Academic Institutions
NCMA encourages academic institutions to evaluate curricula based not only on required instructional hours, but also on the competencies those hours are intended to develop.
An effective curriculum should ask: What must the student know? What must the student be able to do? What scientific principles explain the procedure? What errors can occur? How can those errors affect the patient or clinical information? How will competency be objectively demonstrated? How will instructors themselves remain current and competent?
NCMA intends to provide educational frameworks, competency resources, evidence summaries, curriculum guidance, and continuing education materials that institutions may use as resources when developing or evaluating healthcare career programs.
For Governmental and Non-Governmental Organizations
NCMA welcomes educators, regulators, government agencies, credentialing organizations, healthcare institutions, employers, professional associations, and patient-safety organizations to use our publicly available educational resources.
Where appropriate, NCMA resources will distinguish among law and regulation, government guidance, professional standards and guidelines, peer-reviewed scientific evidence, and NCMA educational recommendations.
This distinction is fundamental. An NCMA educational recommendation should never be presented as a governmental requirement unless such a requirement actually exists. Likewise, emerging scientific evidence should not be represented as established consensus when uncertainty remains.
Our Commitment to Scientific Integrity
NCMA’s educational philosophy is simple: Follow the evidence wherever it leads.
When evidence supports an educational practice, we will present it. When evidence is limited, we will identify the limitation. When respected organizations have different standards or recommendations, we will explain those differences. When new evidence demonstrates that an educational recommendation should change, education should change with it.
Healthcare education must remain a living process.
We Are Not Looking for Blame. We Are Looking for Prevention.
Errors in healthcare are rarely explained adequately by blaming one profession or one individual.
Education gives us a different question: What knowledge, competency, system, protocol, or educational opportunity could help prevent this error from happening again?
That question represents the purpose of this initiative.
NCMA seeks to contribute to a culture in which healthcare educators, technical professionals, nurses, physicians, laboratory professionals, institutions, credentialing organizations, and governmental agencies can learn from one another.
Because ultimately, healthcare education should not be about protecting professional territory. It should be about protecting the patient.

To support clarity and scientific integrity, NCMA educational resources should identify the source and authority of information whenever appropriate.
